Well they must have updated it so it runs at a higher resolution now. Since most normal people only use it to diagnose driver and malware problems, most people never have to look at it.
I'm sure 1024 x 768 is fine on your 17 inch crt but anyone who doesnt live in a cave these days is running a minimum of 1080p monitors.
You realize it is meant as a diagnostic mode, right, disabling all advanced features? Switching into safe mode to gain performance means 2 things, you're a complete dumb ass and there's something wrong with your computer to cause it to bog down when not in safe mode.
Plus your computer is ancient garbage.
