Having a base there and sending soldiers there for training, work etc is actually good for the US and some times good for those countries. The soldiers get time off and they spend money.

Who are we to say "what is good for another country?" Placing our troops and military bases in other countries is a simple invasion. We live here, so it doesn't bother us. Imagine if France placed a military base in your state, with troops and tanks? Or if Uganda set up shop in New York with troops?? That would be an act of war. But we do it to dozens of nations. What are we? The United Nations body guard? It's insane. We are the most powerful nation on the planet and are slowly invading and governing all the world's nations and becoming the World's police. It's the start of an Empire. It will never sustain itself.
