This isn't them declaring martial law, this is them amending the "plan of action" for if they do it. If you have to protect the country certain measures must be taken to make sure everything continues running. More to defense then just an army...
They wouldn't let me join the army here even if I wanted to because I have dual citizenship and thus could be a spy...for Canada...
