Ministry of Social Policy: The Government has extended the list of community service under martial law
In connection with the situation in the east of the country, the Cabinet meeting today on amending the procedures for the involvement of able-bodied people to community service under martial law. This was disclosed by Minister for Social Policy Lyudmila Denisova.
Minister said that the current arrangement was approved in 2011. Today, however, the document needs to be improved, according to the current socio-political challenges and necessary elimination of the possible consequences of military aggression.
In particular, - said Lyudmila Denisova, - now in the Procedure defines the term "labor service", which means that the people involved in enforcement operations defensive nature as well as man-made disaster management, natural and military nature during mobilization and wartime without mandatory consent.
The Minister said that as the category of persons who may be involved to perform such work, by covering those individuals who self-employed.
In addition, the list of community service performed in wartime, added species that are aimed at ensuring the defense of the state (including repair work conducted at state borders, airfields, fortifications). Also covered by other work-related emergencies industrial, natural and military nature that have arisen during the period of martial law (analysis of debris, roads, etc., and perform work connected with the provision of the Armed Forces and other military formations).
Note:
By community service involved working age population, including persons who are not subject to conscription that age and health restrictions have to work under martial law (in addition to able-bodied persons involved in work in the defense sector and for the life of the population and enterprises booked for the period of mobilization and wartime to carry out work with the defensive nature), namely:
- Unemployed and other unemployed persons;
- Workers operating under martial law firms that are not involved in the implementation of mobilization assignments (orders) and not enrolled in the abnormal (non-military) civil protection units - in order to transfer such employees in an amount which does not lead to a complete stop production;
- Persons engaged in subsistence agriculture;
- Higher students, students and students of vocational schools;
- Those self-employed.
With each of these categories of persons entered into fixed-term employment agreement.
