My advice is to always act as if every officer is ready to shoot you if you sneeze unannounced. I always tell my friends before a road trip to never take your hands off the wheel if pulled over. WAIT for the officer to instruct you before reaching for anything, and if you have to go to a back pocket, purse, or glove compartment, announce it! If the cops tell each other that it's a war zone out there, then you better act like it's a war zone out there too.
