Two things here. One on private property the cops can't ticket you, as in at malls or other businesses parking lots, etc. So driving around a mall or in a gas station parking lot you don't need to wear a seat belt or stop at mall stop signs, etc. Second our cops rarely pull their guns, in fact its trained as a last resort option. If they run a plate and it comes back the owner is a known gang member, they can pull them, regular traffic stop, they need a good reason. Guns drawn can lead to accidental discharge and here they want to avoid that. The cop in this video was an idiot, he shouldn't be enforcing seat belt laws on private property and had no real reason to pull his gun. He's lucky it didn't end even worse, I.e. the guy was shot dead. Hope he gets some jail time, but something tells me it will be ruled accidental discharge and he may even get his job back.
