Basques wont, they dont really want it. They now have the political party they want in power in the region. The Basques are shrewd fuckers.
A perfect example of the Basques. They knew of America 100 years before Columbus, they just kept their mouths shut as the sea off Newfoundland was full of cod. So they decided to keep quiet and fish it without competition.
They also have the best automony deal in Spain, far better than Cataluņa, they control pretty much everything themsleves. That's why the Catalans get all pissy and throw their toys out the pram.
The only time they may be interested in creating 'The Basque Country' would be if they could also include the French part, and that ain't gonna happen.

How far you want to go back.. The Scottish also invaded England.. many times, over 100's of years. The Union did not come about through invasion.
