Sounds great on the surface, but the design challenges are pretty steep. I've yet to see a responsive design that looks fantastic in all viewing formats.
If you start from the problem areas - phone browsers - and apply the design up through tablet to desktop, you end up with a less than optimal desktop design.
The ideal approach is to have different designs for each one, but this can get you into trouble with Google if you take advantage of the extra space for content on the desktop and tablet designs.
My theory is that Google is trying to slowly kill desktop use. And a big part of that is telling webmasters that the content of phone and desktop has to be the same.
