Best places in the USA? Holy shit......... I think Russia would be safer than the USA.
As for location and self sufficient so that's why:
Canada
Australia
New Zealand
Indonesia
Malaysia
What about Ireland?
What about Iceland?
Most of these countries are in a good location and most have some level of energy/agricultural independence.
