Probably they are trying to get rid of PPL for the old affiliates also, the new ones don t receive the PPL option like on the old times.
PPL was a productive system that boost their traffic at the beginning, they may not need it anymore.
Or the other variant, they don t think that 1 out of 10 leads that started to spend money, at least from now on, is productive enough. They may have other measurements regarding quality like 3-4 out 10 leads should spend money, who knows...

There is no need to struggle your mind for why they did it, nobody can ever tell best besides themselves and you know you very well that they will not give you any solid explanation for their action, they will just copy paste the standard lines. Just move on
