Do they cancel the persons card and re-issue a new one? Nope!
Another thing if you think about it if the processor makes the information and the refund process easy for the customer, like having thier 800# on the charge when they get thier statement.. Then why is fraud a problem, it wont even hit visa if the people call the processor to get the refund.

I owed block buster video like 2 dollars, i got like 20 collection letters, why cant we do that?! heh
