Some PD's use paint ball guns because the paint balls they shoot are laced with the same chemicals used in pepper spray. While I think it's pretty fucked, at least it's less harmful than shooting rubber bullets which can actually kill people. Cop have gotten out of hand, but I'd rather see them using a paintball gun than a real gun.
