A story written as erotic fiction depicting minors is also enough to bring charges in some countries.
Mostly it depends on context, for example the depiction of brief interludes in a book like Puberty Blues is fine. A story about a man abusing children in graphic detail would be child pornography.
The written word can be deemed pornography as much as a picture or video can.
