I suspect that "what Putin wants" ultimately is to be the guy who reunites the old USSR.

Fact is, and thankfully so, one would pretty much have to be the biggest brain-dead idiot in all of human history to go pushing the "send" button of a nuclear arsenal. It's obviously been proven in movie after movie that "Global Thermonuclear War" is a no-win scenario.
