Sure. War (even if you call it ATO) cost big money. Where all this tanks and ammo are coming from? From Russia.
While USSR had a war in Afghanistan US provided weapon to locals. In Vietnam USSR helped vietcong with ammo and instructors. And there are many more examples. And it is happening now in Ukraine. US helping to Ukraine and Russia helping to rebels.
