Had this happen to me with at&t when in Florida with all Webair sites 2 years ago. Verizon (my back up ISP) worked fine.
Had someone with AT&T check the sites in NY and they were fine.
Both At&t and Webair denied the problem existed. Proved it to both of them all with each others contact number and the problem was fixed by the next morning.
Turns out some fiber was replaced in NJ after Hurricane Sandy and some switches or routers were set up wrong.
