I think you are mistaking my post for the OP. I never stated any correlation between 9/11 and cops killing people. I used 9/11, or rather 9/12 as a reference point on a timeline, namely - how many US citizens were killed by terrorists in the 50 States since 9/12/01. Show me one terrorism conviction, and I'll be happy to admit I'm wrong.

I think it started long before that.
1981 - Military Cooperation with Law Enforcement Act
1988 - National Guard Authorized to Aid Local Police in Drug Interdiction
1994 - Law authorizes Pentagon to Donate Surplus Military Equipment to Local Police Depts.
9/11/2001 - Shift from War on Drugs to War on Terrorism
10/2001 - Patriot Act
This started with the war on drugs during the Reagan Administration. One could certainly argue the. War on Drugs began with the Nixon Administration. Either way, that's when the militarization of local police began. 9/11 just changed the reasoning behind it.
