Yes 302 redirect then become permanent redirect if it stay for a while.And google does recommend to use 301 instead 302 in such cases,but dont think will penalize because of that.302 links were also reason why tgp sites were ranking good for somany years despise many of them not having a single backlink - simply because those 302 trade links were counted as backlinks.
