The reason neither side has tackled it is because of politics. Nothing more.
The republicans know that this is likely a subject where they can't win no matter what they do. They know they need non-white voters if they want to compete for the White House in the future. If they make a strict immigration policy they risk losing those voters. If they make something to lenient they risk angering their base and potentially their votes.
The democrats would like to pass some kind amnesty based reform, but that isn't going to happen with the republicans controlling congress.
At this point both sides are happy to pass legislation that they know will never make it through the opposing house and use it as political fodder then they can blame the other side if something goes wrong.
