You must be right - these tour companies must have all been scams. The fact that four of them shut down at the same time is purely coincidence.
I mean, nothing like the company President blaming in the travel ban of State employees:

Well, there is an outright ban on travel by all government officials. This is 3% of the Russian population. However, this tour agency was created by a former state employee, and 75% of their customers are state employees.
