Any member can introduce a bill, but only the Speaker can schedule a vote on a bill. The informal rule called the Hastert Rule, says that the Speaker can only schedule a vote for a bill if the majority of the majority party supports and will vote for the bill. This is not a hard line rule, and in fact Boehner has broken the rule 6 times under his leadership so far.
