"Runnin on reserves" is a household known phrase, ages old...you are embarrassing yourself to ask what it means. And you forgot the rest of the quote which makes it's meaning even MORE obvious: "running on intellectual reserves...your tank just aint all full girl." we good on that?
ok "In Play" really??? I have to explain that to you to? Finish High School? When a Supreme Court Justice is thinking about or being moved towards retirement for reasons such as health, age etc...it's KNOWN, it's DISCUSSED..often YEARS out, they don't just put in their 2 weeks notice haha - "In Play" for retirement means it's a possibility and it's a HUGE deal politically and HELL YES they factor in who the the sitting president is when planning retirement - the next oldest Justice (conservative maniac Scalia) would NEVER retire under a Democratic President. The court is a VERY politicized body anyone saying it's not is a fool.
