So you are basically saying they should be targeted for taking advantage of what is legal.
You want to retroactively charge them with crimes that don't exist in order to control them.

You make it sound as though every homeless person came from some other town and can go back there.

If someone grew up in LA and became homeless then they are not going to walk, and I do mean walk, blindly out into the dessert trying to find some acceptable place.




Also, mentally ill people who are not a danger to the public or themselves have rights.
It's their right not to live in a shelter.
Some homeless people think the shelter is the most dangerous place to sleep, and it can be.
Hardened criminals leave prison and go straight to the shelter to satisfy their parole requirements of place to live.

It's already illegal to sleep and loiter on the streets.
I used to live in downtown LA - in the South Park area of the map above, and worked in the New Downtown area.
Most of the homeless stay in Skid Row area but some venture up to different parts to beg and panhandle. Get them the fuck out of my sight is what I say, they are annoying as fuck.
Some start screaming randomly on the street or try and serenade you for $.

Not to mention that I already have to side step dog piss, its worse when its human piss and/or shit.
