Doubtful.
I've lived in a ton of places in LA and the Beach Cities, currently my studio is DTLA adjacent to Skid Row and one thing I can say about LA is this city has a clamp down on homeless people. 90% of them or more are already corralled into skid row. Sure there are stragglers, the beach urchins are the trippiest but the beaches keep a lock down BIG TIME on homeless people because they have a direct consequence on tourism.
So the current dealio is working, i don't see it being fucked with.
I am not exaggerating when I say skid row is like this, block after block, and where skid row stops, the homeless are not here.
