The "rebels" are in fact amateurs - all around.
Anyone can run a military campaign; A few handfuls of people armed with assault rifles can quickly create anarchy, and toss in some tanks and some armored vehicles and suddenly you have a war. But they have no government functions at this point... They have removed the government, replaced it with a military like fighting force, but nothing else....
