so he could easily step up and say "we don't want those people and we don't support them" (opposed to other countries he doesn't even have to be scared to lose any elections...)
instead the 2 (russian by passport) separatist leaders are celebrated as "true russians" by (nationalist) russian magazines and all the blame from russias side goes to the ukraine government
