Investigators must insist they have acces to Kiev's Air Traffic Control before black box date is shared. But it did not happen.
Maybe Kiev needs to know what the Cockpit Voice Recorder and the Flight Data Recorder holds in order to ensure their "manipulated" Air Traffic Control data reflects information contained whitin these black boxes.

the simple fact is all that is recorded via the cockpit roecorders and being investigated.
