Well you're using better traction to harness the horsepower. It's not too much different than using AWD and Launch Control, which certainly would qualify as technology. It's not like you're talking about changing to really good street tires, you went as far as to say drag radials. You're right, in theory you probably could shave a few tenths off the 0-60 with drag radials. Well, YOU probably couldn't, but a good driver could with some practice in the car.
Here's what a stock 2013 GTR with drag radials will do, and notice how easy it is to launch. It says it's bone stock, but I'm pretty sure those are drag radials.
Again, don't get me wrong, it'd be a fun car to drive and brute force has a different kind of appeal than precision driving, some prefer it. It's too bad they couldn't have shaved a few hundred pounds and sent it out the door with the most kick ass tires they could find so it DID turn in a 3.2 or better. Unfortunately, you start losing the cost advantage then.
