So, that leaves only lower flying aircraft as actionable military threats -- no high altitude bombers are being used in the theatre of operations (yet) -- you don't need SAMs to bring down helicopters and troop transport planes. Putin is getting paranoid in his delusional NATO invasion of "Mother Russia" and in his delusion supplied the missile.
