Well...how many times are cops ever there when you actually NEED them? That is impossible of course. They would have to be mind readers and get to the scene of the crime BEFORE it happens so they could stop it.
No, what cops do in the vast majority of cases is show up AFTER it's all over and then take a report and try to arrest someone. I'm not saying that's a bad thing...just saying that "serve and protect" is kind of a falsehood because they can't protect you...and they damn sure don't "serve" the people.
I can honestly say I've never had a cop "protect" me in my life in any of the cities I've lived in. And the couple of times I had things stolen and "needed" them, they were unable to help me (not their fault, it's a big world and retrieving stolen property is mostly pure luck).
The one thing they seem to do real well is hand out speeding tickets to soccer moms to make money for the local govt. and the insurance companies.

They are the ones I am most scared of, and I ain't doing nothing much wrong these days either. I just don't think that I should have to take the verbal abuse they inevitably spew at me when they talk to me like I am a lesser person.
