Well if no one is blamed, then no one is held responsible. This is something I always notice as a argument from guys on the right. They will blame Obama on everything possible, but soon as something is shown to be wrong with the House of Reps for example then it's.. "well both side do it" or we shouldn't "blame because taking sides is the problem".

Congress is paid to do a job, if they are not doing their job then they are the ones we blame. Their job is to create laws, be that fixing broken ones, getting rid of them or creating new ones. That is their job. If the immigration law is broken, then it's congresses responsibility to fix it and then the president's job to sign it into law.
