Well more of the point I was getting at, is Congress has no right to blame anyone. They have the ability and the power to create laws to fix the problem. If the president refuses to sign it or vetos it then he can be blamed.
Meaning it's kind of pointless for Republicans to try to blame this mess on Obama, when clearly they are doing nothing to try to fix the issue and are actually trying to make it drag on turning it into a political circus.
