Strange part is that an erect penis on a male under 18 is considered a "(v) lascivious exhibition of the genitals or pubic area of any person;"
That would make is violate 18 USC 2251 as defined in 18 USC 2256 and they would need to keep records as in 18 USC 2257
But, even worse - there are no exceptions for child porn. None. Police can't produced to convict somebody of producing it. Period.
