I'm pretty sure he's saying that Europe was ruled by monarchy's for a thousand years or more.
And the LAST thing a monarch wants is for the peasants (in the old days) to be armed and dangerous. That usually led to revolution and their heads being removed. lol
It's kind of a cultural thing for Europeans in general to feel that it's normal to have no way to defend themselves. Not saying that is "wrong" or "right".
It's just different than what our culture is in the U.S. where we were still exploring and settling new parts of the country fairly recently in history (our country is only a couple of centuries old).
That's kind of what the "progressive" movement is all about it seems. Moving to a "European style" culture.
Again, not saying that is "right" or "wrong" (though you do seem to be saying that the European way is "right" and the USA culture is "wrong").
I personally enjoyed my times in Europe and the people there.
Human beings adapt quickly to whatever circumstances or culture they are in. So if the U.S. magically turned "European", we'd probably all adjust to it rather quickly.
Of course the question is why do so many politicians want us to be unarmed? For our own safety? lol
