My biased opinion - Martial Law should be declared on the city of Chicago. Police officers have no control over the violence that occurs. There's nothing but a bunch of gang bangers that control the streets now, especially since the city tore down the projects and crime spread throughout the city. Chicago was bad when I grew up there in Englewood but this is beyond ridiculous.
