Because you were going to skip the groups I listed above and start your "arrest them,kill them,drop on deserted island" in the Black neighborhoods only.

are you paranoid or just a gang member? Read it again above, I've asked about gangs general and never mentioned going just for black . Is this so hard to understand? Your post is irrelevant because it was based on wrong presumption (and there were no need for it at all since I've clearly asked for gangs problem). And question is still there, if US can and will invade countries on other continents, why no one is seriously handling population of domestic criminals ?(again : black,red,asians,aliens....)
