Accidental means its unlikely people will make a special trip to hunt eagles, but if they see one while hunting something else, and have a permit, they can shoot it.
Also I think its worthwhile to note that they wouldn't be doing this if they didn't feel the population was in need of trimming in order to bring the local wildlife food chain into balance. Not having natural predators and being protected from humans can cause them to be a threat to other species if their population levels are not controlled.
