Read the report -- by page 9 it became apparent to me that the electronic wating list entry procedure was fucked up ...

enrolled at Phoenix HCS on April 3, 2014.
At that time, he was told by
Phoenix HCS staff he was going to be put
on the EWL. He called the medical
facility again in May to check on his status and HAS staff told him they
placed him on the EWL on May 6, 2014, and
suggested it would be another
3-4 months before he would be seen.
This veteran was one of the 400 names
we found in the PDF screenshot paper prin
touts. This veteran?s wait time was
unaccounted for during this 1-month
period from April to May 2014.

Government clerks at their worst, but this is news?
If you take the time to read the report (which you probably won't -- drama, rhetoric and Obama bashing is more fun) it will become apparent to you that the appointment clerks did what they did to receive better efficiency ratings and salary increases;

Obama appointed the bum and Obama fired the bum (resignation is government speak for getting canned) -- that part is Obama's fault -- hiring a bad manager. The transparent bit is well ...: Very transparent -- we all know that was bullshit or did you drink the kool-aid?
Those clerks should get North Korean justice and set an example -- if anyone died it is by their hand and deed.
Epilogue: The contact clerks emailed the aggregated PDF reports to the appointment entry clerks and those clerks fudged the dates to get a raise or deleted the reports as not filed to reduce the waiting time so they would make bank with incentive bonuses. Bad management but fatal management when running a healthcare system.
