RebootCash is a CCBill program, right?
I knew for long time that in France they use a local payment solution, but was sure that everywhere else they are CCBill only. Now check their join page:

BTW they are Impossible to reach, I am not even trying to ask them about this as they do not respond for years, however I send them sales for years..
