Water billing is fucked no matter where you go.

Our local city bills for water - and then bases the sewage fees on the water - not taking into account that not all water flows into the sewer system (water used for gardening, washing cars in driveway, etc.).

So every time I wash my car I'm not only paying for the water I use (understandably), but also for that same amount in sewage - despite the fact it absorbs into the ground and doesn't even reach the city's sewer system.

Municipalities try and fuck over the residents at every opportunity - I can't blame people for doing the same in return sometimes.
