ISIS is the Islamist group and previously to them getting involved we had been supplying the Syrian rebels weapons. However when the ISIS got involved they started attacking the rebels as well as the Syrian army. When they did they they captured two weapons stockpiles of the rebels. When that happened the US cut support to the rebels and that's when McCain went all over TV blabbing that we should be arming the rebels.
We had already be arming them, but Obama stopped it soon as the ISIS came into the picture, we later started arming the Syrian rebels once again after it was clear the weapons wouldn't fall into the hands of ISIS whom is the group attacking Syria, Iraq and the Syrian rebels. We are not arming ISIS. But they have captured the first two stockpiles from the Syrian rebels and now weapons from Iraq.
