They didn't suddenly surge, they have been fighting in Syria and worked their way into Iraq. These guys are the Islamist side of the rebel groups that were fighting in Syria..
The Syrian war had 3 sides fighting. At first it was actual rebels fighting against the Syrian govt. The Islamist saw a opening and joined forces with the original rebels and they fought together for a short time before turning on each other and creating a three way war. The Islamist have been gaining traction and made the war spread into Iraq.
This is why there was so much arguing among the US policy makers about arming the Syrian rebels, because it was going to be extremely likely that weapons would fall into the hands of the Islamist rebels. The Islamist want to take this shit all the way to Israel so things could turn into a very big powder keg because even Iran has troops involved fighting in both Syria and Iraq.
