The state of New Mexico has one of the largest populations of Native Americans in the U.S.A.
They are in abject poverty. And they don't just get individual checks to each person...they get large amounts of money for their tribes as a whole as well.

Looks like a Hispanic Woman who is a Republican. She took office in 2011. (I guess you are against women and hispanics as well as native americans)
Before that it was Democrat (and former Clinton cabinet member) Bill Richardson from 2003 to 2011.
