Technically it is cut out not off, as they cut a lot deeper than just the nub, what they cut out looks more like a wishbone with the clit as the center. It's meant to keep women from lusting. I sometimes wonder if this is not where Americans derive their twisted interpretation of Christianity, mentally castrating both men and women.
