Simply relying on tips is not a valid idea...because most employers will just lower the hourly wage to take into account the increased tips coming in.

Look at Costco and Newseasons Market (Portland based grocery store). They pay their workers above minimum, with a good health plan. And they are successful. Consumers will pay more if they are being treated friendly with happy staff.
