In most cities, there is multiple schools. Where I live we have four grade schools, two middle schools, one high school, one alternative high school, and then a charter school that has both middle school students and high school students. You don't go to the nearest school and say "take my kid" but instead you go to district office and apply, and you are assigned what school to go to depending on where you live. You also do not always go to the school you live closest to depending on the school boundary lines.

Also, I believe public schooling has nothing to do with citizenship. If you are a citizen from Germany or France and move your family to the US for a job, the school doesn't check your citizenship or tax records and say "You aren't a citizen" or "You don't pay taxes here" and reject you.
