Think about what you would do even as a private citizen? Your country is getting invaded (or there is a revolution happening, whichever your opinion of the matter might be) then it would make sense to transfer part of your assets to a foreign bank because the banks in your own country you couldn't consider 100% stable anymore. Seems like a smart move to me - and even if they get back dollars instead of gold that's still better then no dollars and no gold as the possible alternative.
