It wouldn't make every child a great learner and a saint, but the ones who grow up in a house where they have no shot at a good start should be given the chance. You start making a good adult by making a good child, and it has be early. The cycle goes on because bad adults raise more bad kids. Once they've started down this path at that young an age, jail is inevitable.

Unfortunately, even free pre-k doesn't really work. What happens at home FAR overrides the influence of that 6 hours a day that they will spend at pre-school. My wife works as a pediatric OT with all types of kids, mostly from welfare homes, and I volunteer as a Guardian ad Litum for the state of florida representing kids in abuse / parental rights situations, and the parental influence seems to totally outweigh what can be done in those few hours a day of outside care.
