It's actually laws that are on the book to help deal with abandoned properties. In certain situations squatters can actually get rights to the house. Not in this case mind you, but it can and has happened when the owner abandons the property. It's basically so cities can collect property taxes. Think of places like Detroit for example where people have just walked away from their houses leaving them abandoned.
