No surplus? From fiscal 1997-2000, the U.S. had the BIGGEST surplus in it's history!
China did not get weapons from Clinton or technology. It's so laughable when you throw such broad statements hoping ANY of them just MIGHT stick when you know none of them are true!

SINCE Bush took office this nation has lost over 400,000 jobs!
At the END of June 2003, the unemployment rate is the highest in 9 years at 6.4%. And Bush claimed 2 years ago that tax cuts (which got started over a year ago), would create jobs and reduce unemployment.
That has not happened, and the blame lies squarely in Bush's lap!
